Urola Kostako Udal Elkartea is a local public administration located in the Basque Country, north of Spain. It is a community of municipalities, made up of the five town councils of the region, whose objective is the provision of services and the development of joint programs.

The Urola Kosta Commonwealth is the development agency of the region. Their action is structured in five large areas: Training, Employment, Entrepreneurship, Companies, and Research.

The Commonwealth currently has a staff of about 40 people. It is a member of the GARAPEN association (Basque Association of Development Agencies) and carries out numerous actions in collaboration with other agencies, including European and transnational programs.
